DAI is implementing the USAID funded Musharikat project across Afghanistan, working in all 34 provinces with the goal of increasing the equality and empowerment of women throughout the country. Musharikat will provide opportunities for women’s rights activists and groups to jointly identify and carry-out discreet advocacy and public awareness campaigns designed to influence local, provincial and national public policies banning harmful social practices, advance women’s welfare and opportunities by specifically building a constituency supportive of women’s rights.

Job Description

The Compliance Advisor will work with the COP to ensure that Musharikat operations, procurement, HR, finance, grants, and technical teams comply with USAID, DAI, and GIRoA rules, regulations, policies, and procedures.


 ·         Monitor recruitment and hiring process to ensure compliance with USAID, DAI, and GIRoA rules, regulations, policies, and procedures.

·         Monitor program operations, procurement, subcontract and grant terms and conditions across the project for compliance with DAI and USAID regulations and GIRoA rules, regulations, policies, and procedures.

  • Review/monitor subcontract applications and awards for compliance with DAI and USAID rules and regulations.
  • Spot check operations, procurement, HR, finance, and technical teams products to evaluate compliance.
  • Assist in identifying areas of weakness in policies, procedures and systems and train staff to strengthen internal controls where needed.


Job Requirements

·         Bachelor’s in business, management, or other relevant field with 7 years of relevant experience Masters + 5 yrs of relevant experience.

·         5 years of compliance, human resources, procurement, and subcontract management with donor projects.

·         Demonstrated experience controlling and overseeing operations, HR, finance, subcontracts, compliance initiatives, and/or associated activities, such as managing solicitations and proposals, obtaining approvals from senior management, and implementing contracts and grants.

·         Ability to ensure procurement comply with USAID FAR competition requirements and applicable regulations, corporate policies and good commercial practices.

Capable of remaining impartial when reporting on potential fraud or mismanagement
